You also haven't shown what actual response you get to the reagentc commands. I hate guessing.

Post a screenshot of your partitions using Minitool Partition Wizard.
I will do so 8n the morning. Night time here in Cape Town

Both I and the support agrnt from windows tried it all. reagentc cannot find the file. Even after creating new recover folder extracting the install file to new folder it still can't find it. Very strange. Especially once the windows agent said he has tried everything and can't fix it!!

When you run reagentc /enable, do you get the error:

"The Windows RE image was not found"

This usually means that command cannot locate the Winre.wim file.

If the file is missing, you can copy Winre.wim to C:\Windows\System32\Recovery

And then run the following commands as administrator:

reagentc /enable
reagentc /info

Edit:

reagentc /enable (expected output: "Operation Successful")
- Searches for a valid recovery partition.
- Moves Winre.wim from C:\Windows\System32\Recovery to the Recovery partition, or to C:\Recovery\WindowsRE if no recovery partition exists.
- Updates ReAgent.xml to enable WinRE and record the new recovery location.

A Recovery drive can only be made in a computer that is running Windows.
I think you are running Windows 11 so I do not understand what you mean by the quoted words.

I recall a rash of reports in TenForums several years ago about not being able to create Recovery drives.
I don't recall MS being able to help then either.
I did not keep any notes on the subject because I rely on system images instead.

From the sound of it you were missing the Winre partition or it was corrupted and the steps taken did not successfuly recreate it. It's my advise to first attempt a repair install. An in‑place repair install of Windows 11 does normally recreate WinRE, as long as the underlying disk layout isn’t severely damaged. If that doesn't work then it would require a clean install which would recreate your partitions cleanly and correctly..
I believe in working on the side of caution and suggest your backup your personal files first.

So I can't create recovery drive. Windows11 pro 25H2.
I have a few computers running design software so I am creating recovery disks
I'm perplexed at the option for "recovery drive". If the system and requirement is as you describe it, then the better option is imaging, ideally regularly, on a schedule.

Freeware versions of
- Macrium Reflect (freeware still available, still works a treat)
- AOMEI BackUpper
- et al frequently mentioned elsewhere in the forum)

Ihave had Microsoft on my machine for many hours today trying to fix my problem.
I really hope for your sake it actually was Microsoft itself that you let into your device(s) .....
