Missing Windows Clock app from microsoft store install fails with code 0x800700B7

For some reason the Windows clock app is missing on my system and when I attempt to install from the microsoft store it will download but install fails with "Something went wrong" and gives error code 0x800700B7. All other Microsoft Store apps are working well. I'm on beta channel windows version 23H2 (OS Build 22635.3930)

The Windows Clock app no longer can be removed as of the Fall Creatores update (1709) when Microsoft made the following apps impossible to remove.:
Alarms & Clock
Connect
Groove Music
Mixed Reality Portal
Mixed Reality Viewer

Paint 3D

It's one thing to make PowerShell commands like "get-appxpackage *Microsoft.WindowsAlarms* | remove-appxpackage" not work , but annother to fail to allow the Microsoft Store to update those apps.

Reallly frustrating
