My hardware:
ASRock x870e Nova WiFi
9950x3D
ASUS TUF 4090 OC
G.SKILL Trident Z 2x48GB

My monitors are set to turn off after one minute idling, but they keep waking up every few minutes due to the following event in Event Viewer (X is current state #)
The system session has transitioned from X to X+2.
Reason Unknown
BootId: 51
This is causing my OLED panels to never enter OLED Care / Pixel Cleaning mode due to never being shut off for 15+ minutes.

I have tried the following all to no avail: safe mode, disabling wake timers, disabling WAN/Bluetooth, removing my WAN/Bluetooth radio, unplugging all USB devices, removing wake permissions from Bluetooth/WiFi/mouse devices in Device Manager, updating my drivers, updating Windows, turning off monitors through Task Scheduler instead of Power Plan, unplugging either monitor, switching either monitor from DP to HDMI.

Could anyone advise how to diagnose which device or driver is causing this, or how to configure Windows to never wake my monitors except for keyboard input? Full XML of the latest event:

have you checked the reliability monitor for any errors
control panel > security & maintenance > maintenance > reliability monitor

also, just to check, is wake on LAN enabled in the BIOS
if it is, please set it to disabled and then keep an eye on the system.

reading your list you seem to have done most checks already.
best of luck, Steve ..

It doesn't wake of windows notifications? Had similar problem and what I mentioned caused it.

Reliability Monitor shows nothing outside of successful Windows Update checks.

Disabling "PCIe Devices Power On" in the BIOS does seem to resolve the issue, going by a 20 minute test. Ideally I'd like to keep ethernet wake-on-LAN support if possible though.

I ran `powercfg /sleepstudy` and the output shows the following information. This seems to indicate that the Power Button signal is being sent for some reason, how would I triage or disable this behavior without losing WoL? This 10-year-old forum post seems to suggest it might be the Realtek drivers misreporting a power signal.

I don't see any Windows notifications on wake-up.

unless you set the system to just turn the screen off which you can do manually via the power switch.
that leaves the system running so wake on LAN would be unable to wake he system as its already running.

others here may have a better solution.
best of luck, Steve ..

For a different reason I got used to remembering a setting. It sounds as if it could mix up your settings.

Device Manager -> System Devices -> Intel(R) Management Engine Interface #1
Properties -> Power Management
Uncheck "Allow the computer to turn off this device to save power".

It usually gets reset after a driver update so keep an eye on it.

Do you know what the equivalent for AMD might be? I've already unchecked that setting for the Bluetooth/WiFi devices. List of system devices:

Sorry but no ideas about AMD. I never had an AMD-based system.

A quick googling for the AMD equivalent of the Intel Management Engine Interface came up with some results but most over my head.
It seems the AMD equivalent is hidden in the hardware. It's known as PSP (Platform Security Processor). According to a comment, it shows its stuff through some device driver but they never mentioned this driver's name.

Interesting reading but not for people like me whose idea of a screwdriver is a drink.

Here's some links that came up first in the search:

AMD Platform Security Processor - Wikipedia

AMD's Secure Processor Firmware Is Now Explorable Thanks to New Tool

(it points to the next link and also has a reference to AMD DASH (presumably a better match to the Intel device for laptop machines).

That's it. Best of luck.

Just the 5GbE controller has that option and it's disabled.

It looks like this actually didn't resolve my issue, it just gets me to longer periods of time before it reoccurs.

`powercfg -devicequery wake_armed` shows no wake-enabled devices, so I'd think this signal has to be coming from a driver or task somewhere?

this looks like a process of elimination.
you could disable scheduled maintenance and see if that helps
which will occur when the system goes into an idle state.
