Okay, I'm sorry but I have to ask. Is it difficult to see the pointer on the login screen? If not, what difference does it make what color it is? You can't possible spend more than 10 seconds on that screen.

how to go about it to change color of the mouse pointer in login screen.

Sorry. Not going to happen. One has to be logged in to the account that has changed the mouse pointer color in that account's settings before mouse changes color. .

how to go about it to change color of the mouse pointer in login screen.
There is no convenient user interface to do this as @glasskuter says. It is possible to do this with registry edits - assuming that you understand what you're doing.

The login screen only uses two cursors, the Arrow (which I assume you have coloured), and the Ibeam. There’s only one input box, so I wouldn't bother to change the Ibeam.

The login screen Arrow cursor is set by the value Arrow in HKEY_USERS\.DEFAULT\Control Panel\Cursors

Your chosen Arrow cursor is set by the value Arrow in HKEY_CURRENT_USER\Control Panel\Cursors

If the data for Arrow in your chosen cursor starts with %Userprofile% you should probably copy to a location outside your user profile. It's OK to use C:\Windows\cursors. You'll need to use something other than explorer to do this. cmd or powershell as administrator would be fine. Update the data for the Arrow value in HKEY_USERS\.DEFAULT\Control Panel\Cursors to the pathname of copy you've just made.

If the data for Arrow in your chosen cursor starts with %SystemRoot% or anywhere else outside your user profile, then you don't need to copy the cursor file, just copy the data to the Arrow value in HKEY_USERS\.DEFAULT\Control Panel\Cursors

But, if you don't really understand what I'm suggesting don't do it. Somebody else might provide detailed guidance (not me), but you would need to provide the data for the Arrow value in HKEY_CURRENT_USER\Control Panel\Cursors to make detailed instructions possible.
