When changing screens with two monitors, why do I have to click my mouse before I can scroll?

No. Usually, you would just need to hover the pointer on what you want to scroll, then roll the scroll wheel.

you can also make it activate a window by hovering the mouse over it

Control Panel > Ease of Access Center > Make the mouse easier to use > Make it easier to manage windows > check Activate a window by hovering over it with the mouse > Apply
