New download of win 11 for Asus laptop on another computer

I have a new Asus laptop pre loaded with win 11, I had a problem with a scanner drive and again better justment downloade PC helpsotf paid the money and ran the update, now I have a repeating BSOD, the only place i can get in is the BIOS, Is it posiible to download a licensed Win 11 on another pc and install is leagaly on the laptop.

If your BCD is not damaged you should be able to boot into the "Recovery Environment"
and there you can try to find a restore point. (System Restore)
You can use any PC to create a "Media Creation Tool" (MCT)
Don't worry about the license. It is in the BIOS of your laptop.

The license for your Windows isn't held on the PC or in Windows. Starting with Windows 10 the activation is by means of a digital license stored on Microsoft's activation servers and linked to the unique hardware ID of the PC.

This means that you can clean install the same edition of Windows as you had before (Home or Pro) without needing to provide a key, and it will activate as soon as it can contact the activation servers. In addition, if the PC was supplied by the OEM with Windows 10/11 preinstalled, then it has its product key embedded in the bios firmware, where the Setup for a clean install will find and read it.

Just download the Windows 11 Media Creation Tool on the other PC, run it, and ask it to make an install usb that you will be able to boot from and install Windows 11.

To anyone who might come across this thread, it should be a hard rule of thumb to stay away from ANY software that automatically updates drivers other than those apps released for this purpose from your OEM manufacturer, motherboard manufacturer, or from hardware manufacturers such as Intel, AMD. Not only can using such programs get you in a pickle like this poster's situation, but they put a load on your resources, are invasive into the user experience, and sometimes very hard to get rid of.
