Its normal to have glitches from time time time, with chosen widgets not appearing and the Add Widgets + panel becoming non-responsive, but I'm finding this is now happening every time a little while after I try to fix it - "fixes" being killing widget tasks in task manager, or sign out, or restart, or re-install Web experience pack. These methods, or just waiting, have always worked in the past but now the widgets are just crashing again a little time later.
