New win 11 installation with ExplorerPatcher does not allow pinning cmd.exe to Start

I have a new LG 17 with Windows Pro 11 and Explorer Patcher. I want to be able to pin apps like Cmd, Regedit and other Windows Tools to Start. RIght-clicking them in the Start Menu, or creating a shortcut to them on the desktop and giving them administrator privileges (as suggested on the net) does not provide a "Pin to desktop" option on right-clicking them, nor does trying to drag the icons onto Start. Is there any way to do this?
Also, following a suggestion, I tried to create a QuickLaunch toolbar, using the old method of creating a new toolbar, and pointing it to the relevant folder. I was under the impression that this no longer worked in Windows 11, but I tried it because the posting was just a few days old. It worked! Is this a new(er), more relaxed Windows build, or am I going to find a smoking mess when I approach my laptop tomorrow morning?
I had asked several question re Windows 11 almost a year ago. I did not use them then, as I got my Win 10 machine to keep working, but I am using all that information now, and I appreciate all the help given to me then--I am using it now.
