"Next" button absent under document in File Explorer, Win11.

Hello, I downloaded a one-page document to my File Explorer, Wiin11. When I finished reading this file, I'm supposed to click on "Next", but I'm not able to reach that button as it seems it's all buried down below, under that opened file. I tried to Zoom out the document hoping to uncover that "Next" button buried below but it didn't make any difference.

Did anyone ever have this problem and solve it? Anticipating my BIG THANKS for any help!

P.S. Shawn @Brink, I know you are the best from my past years as a member from W7, then W10 and now W11. The latter I never wanted but aggressive MS installed it! Now I can't complete a requisite from an institution unless I complete their Agreement. I spent many hours searching the internet for that "Next" buried button but none of their answers matched my problem. May I know what you think?

Now I can't complete a requisite from an institution unless I complete their Agreement.
If you have a computerized agreement on screen then usually, if you scroll down to the end of the document, then the Next button suddenly appears. You must ensure that you have reached the end of the document to activate.

Can the form be completed in a browser and then filed ?

I had a similar issue in a browser but it was because I had missed completing a required entry on the document.
