Normal Startup Selected in Sys Config Boots into a CMD Prompt

When Selective Startup - Load System Devices - Load Startup Items are checked in Sys Config, and Safe mode is not checked in the Boot tab, as depicted below the System boots into Windows. However, if Normal Startup is Selected, the system Boots into a CMD Prompt. Opening MSConfig.sys Boot tab now shows setting changed to Safe Boot selected.

What problems other than the setting are you having with the computer.
