Solved Onedrive can open all files except exe files. Error 0x80070017C. The cloud operation is invalid.

I can access all my files in onedrive except exe files which I've downloaded previously. When I click the file, it says Error 0x80070017C. The cloud operation is invalid.

Any ideas how to fix this?

Hi and welcome to the forum. Sometimes, a corrupted file is stuck in your one drive folder, which can cause this type of error. Here are a couple of articles that discussed this problem in Windows 10, but the solution should still be valid. Bypass step 1,the part regarding the referenced windows update as that only applied in Windows 10 and go to step 2..

I suggest you create a restore point before you try the workaround.
To create a restore point type restore in the search box, then click create a restore point in the search results above. Select your C: drive, then click create, give it a name, then click create again.

If that does not work for you, you also might try resetting the onedrive app.There are two procedures, one for the the onedrive desktop app and one for the store app. Use the one for whichever onedrive you have. Reset OneDrive

If neither of these solve your problem, post back and someone else will have more suggestions.

The OneDrive reset procedure works but I have to run that command every time I restart my laptop. Is there a permanent fix?

@geogguy Your issue is not quite the same as the OP. In your case, the first thing I would suggest is to open a command prompt as administrator and type sfc /scannow
If you have to reset it at every boot, something is interfering with it so the first thing to do is verify the integrity of Windows and then go from there..

I just ran sfc - no issues and the problem persists. Are you suggesting I need to reinstall Windows 11?
Things I've tried:
Reinstall one Drive from the Microsoft site
Since the problem relates to just Office files (mostly Excel) I reinstalled Office from my subscription
If I download the affected file from the cloud using my browser then re-save it to OneDrive it works fine thereafter
The Excel files that won't open in Excel. I get two error messages in Excel. The first is we can't open the file. The second is explanations that the file moved, is corrupt or in use. The file will open in notepad but still won't open in Excel unless I download them from the cloud or reset OneDrive

I was going to suggest you uninstall and reinstall onedrive but you already did it. What happens when from ofc365 you create and save a new excel spreadsheet. Are you then able to retrieve and open that same file without issues thru onedrive? These files stored in onedrive that indicate corruption, were they also created by Ofc365 or another version of Office? Approximately how many files are we talking about?

The files were all created in Office 365. Te problem happens with older files and current files. It is not consistent which filew will have a problem. There is not indication via OneDrive icons which files are problematic until I try to open them. After I try a red x shows in the icon position io file =e explorer. I've had trouble with at least 100 Office 365 files. No other files seem to be affected. Adobe, Quicken, Affinity, Finale, Photos and ToDIST all seem to work just fine, it's just Office 365 files.

I reinstalled Office 365 64 bit and checked to make sure that OneDrive is also 64 bit. The problem seems to be random. The very mysterious part is that when it happens with a file, Excel won't open it because it can't find it but Notepad can find it and open it just fine. So can Google Sheets (upload from my computer).

The file also opens just fine if I close OneDrive first. If I then open OneDrive while the file is open and save it, I get a message to reconnect it to OneDrive which seems to work okay but if I close the file and try to reopen it, Excel gives me the same error that it can't be found. Zapier can't find it either until I reset OneDrive.

Attached are the two error messages I get in Excel.

I tried to set up a Batch file to run OneDrive.exe /reset but it won'texecute that way. Besides, after the reset it take 8 hours for my two OneDrives to re-sync (one is a personal Microsoft account and the other is a Microsoft Business account).

I will start off by saying I am not a Ofc365 expert, but I have read a number of articles where various issues were fixed by adding a trusted location. See if it might apply to your problem. Add, remove, or change a trusted location

I would suggest you contact Ofc365 support for this issue. I'm sure you will have to start with chat and escalate from there. We all know it's like pulling teeth to get an actual human when we have to contact any major company these days. Contact - Office Support

Trusted Location didn't help. Neither did removing OneDrive and the starting it from Microsoft OnDrive page rather than downloading it from my account. Also tried switching to Office 365 32 bit. Nothing seems to help. ASUS Warranty services suggests to reset Windows to factory default and start over. That, however, involves reinstalling drivers, software and a myriad of other things. If I had any confidence that would work I'd try it but frankly I think it's a Microsoft office/OneDrive software problem not a Windows 11 problem.

Tomorrow is a better day to start a battle to get through Microsoft defenses.

Thanks for your suggestions. I'll let you know if I get a solution from Microsoft.

reset Windows to factory default and start over
IF your laptop came with 11 and has a factory recovery partition, that would work leaving all original drivers intact but removing your files and apps. However, if your laptop came with 10 and you upgraded to 11, your factory recovery partition would be for Windows 10.

You can always use the Windows reset feature using the 'keep your files' option but it will remove your apps and settings.

I always use system backups to restore my system, but if I ever face a situation where windows needs to be re-installed, I much prefer to do a clean install over a reset since it will not install all the bloatware from the manufacturer. I copy my personal files and folders to an external drive and then do this.
A clean install must be done in unallocated space so make sure to delete all current partitions during the install process.
Windows update should find and install your drivers after a clean install. Any that might be missing can be manually reinstalled from the manufacturer's website. You then copy the saved files and folders into your user account in the new installation and reinstall your apps.

I would be remiss if I didn't advise you to establish some kind of backup plan once your system is completely working as it should. Backups are invaluable.

Are you using OneDrive in "Files On Demand" mode? That is the default. In "Files On Demand" mode the file name appears as if it is local, but the file actually may only exist in cloud OneDrive. If a OneDrive file isn't stored locally, it has to be downloaded from cloud OneDrive before it can be used.

OneDrive settings has a checkbox for "Files On Demand" mode. I uncheck the box and mirror all my OneDrive files locally in real-time.

Seven hours of phone time with Microsoft Tech controlling my screen and we got nowhere, in fact I was worse off. They were of little help.
I solved the issue armed with a little more knowledge from Microsoft and ASUS Customer Service who recommended reinstalling Windows but for me, that wasn't an option because I have some software that I'd need discs to load but this machine doesn't have a drive. This is a new machine that has had this problem since startup after I migrated from my old Windows 10 to this new Windows 11 machine using PC Mover so there was no working restore point to go back to.

Final resolution:
1) Made my existing User account a Local Account and closed OneDrives
2) Opened a new User and added OneDrive and Office 365. It operated fine but half my software was in the old account.
3) Did a windows reset from the cloud - reset without bloatware
4) Opened my original User account. Everything seemed to be there including all software.
5) Opened OneDrive and added my two OneDrives (one personal, one business)
6) Reactivated Office 365 from subscription and tested. Voila, problem solved!!!!
7) Made new account a local account,
8) Changed my original account back to an outlook.com login then deleted the new temporary account
9) The only other thing I had to do was reactivate Adobe Cloud. Everything else is fine including email accounts and drivers.

So, it seems that Windows 11 Reset is nowhere near as troublesome as Reset used to be, i.e. all my files and non-subscrption software was preserved and reactivating subscription didn't take very long (only had two to worry about).

Good troubleshooting! Now, please do yourself a favor and establish some sort of backup plan for your computer and backup regularly. I promise you, a full system backup will save you someday.
