OneDrive is disabled, but still enabled in Startup folder. Is that normal behavior?

I recently built a new Windows 11 PC and used Brink's tutorial to disable OneDrive. I have no use for it at all, but did not attempt to prevent it from installing.

I notice that OneDrive.exe is "enabled" within my Startup apps folder in Task Manager.

Is that unavoidable and typical, but harmless?

Is taming OneDrive just a game of Whack-a-mole and should I just accept the current status quo? As far as I know it is "there" and "enabled" in some way, but inert.

I notice there is another tutorial to "unlink account and PC from OneDrive". Is that useful in my circumstances?

Or will OneDrive reintroduce itself continually via Update regardless of what I do?

You can just right-click on it & select Disable.
I've also seen that entry left over after OneDrive itself has been disabled.

I assume you have never stored files in OneDrive? In that case you can uninstall it but first you must unlink OneDrive from your device. Only uninstall after unlinking. Use Revo Uninstaller to uninstall and then use its Scan function to remove traces of OneDrive.
This completely removes it, not just disabling it.

I've never knowingly stored files in onedrive.

above tutorial says to use the onedrive icon on taskbar.

I don't have that icon, even though it shows as "On" in the personalization area of taskbar settings.

I gather that Onedrive has to be "running" to be able to unlink it in account settings. I see no signs of it in Task Manager.

I've also supposedly "re-enabled" OneDrive using the tutorial on this site through Group Policy Editor, thinking that might then allow me to uninstall it.

I cannot even get past step 1 or step 2 in the above unlinking tutorial.

I have a local account and I am the administrator of that account. If that matters.

So, I'm not sure of anything about OneDrive on my PC at this moment. Subject to change at any moment.

I'm dead in the water with this right now.

Yes, it's normal. There's tons of extra steps - for fully disabling OneDrive.
