Outlook 365 trying unsuccessfully to download the Outlook Offline Address Book

I am using Outlook 365 with a hosted Exchange account and it keeps trying unsuccessfully to download the Outlook Offline Address Books, resulting in BITS job errors.
Microsoft® Outlook® for Microsoft 365 MSO (Version 2409 Build 16.0.18025.20030) 64-bit
Where would I start looking for the root cause of this error?

I don't use 365 but have you tried MS troubleshooting suggestions?
Yes, I have gone through the troubleshooting suggestions, without success. After (the forced) upgrade to Windows 11 24H2, the behaviour has changed in some details, but the issue is still there.
Outlook now constantly displays the following in the system tray and the mouseover shows "Microsoft Outlook is requesting data from the server".

Is there a way to determine what exactly Outlook is requesting (and not getting)? Maybe that would help to troubleshoot the issue.
Also, Outlook has now taken the habit of not shutting down correctly. I need to kill outlook.exe process in task manager to shut it down.
A bath file containing "taskkill /im outlook.exe" used to shut down the process reliably. Now it reports "Sent termination signal to the process "OUTLOOK.EXE" with PID 27496", but does not actually kill the process. I then need to revert to the taskmanager method to shut down outlook.
Things are not exactly getting better.

is there a way to determine what exactly Outlook is requesting
IMO it's s trying to update the global address book and either a bits problem won't let it or it has an issue with the GAL itself.. Have your checked to see if the address book is intact in Outlook on the web? Have you tried this procedure?

Not that I put a lot of stock in co-pilot, I put the question to co-pilot adding in the bits factor and it came up with this:
f your Outlook 365 is not downloading the address book, showing a "BITS job error," it usually means that the Background Intelligent Transfer Service (BITS) on your computer is unable to properly download the Offline Address Book (OAB) data, likely due to a full queue, service issues, or incorrect configuration; you can try clearing the BITS queue, checking the service status, and ensuring your network connection is stable.

Key points about the issue:
  • BITS service: The Background Intelligent Transfer Service is responsible for managing background downloads, including the OAB in Outlook.

  • Full BITS queue: If too many BITS jobs are queued up, it can prevent the address book download from completing.

  • Network issues: Poor network connectivity can also hinder the download process.

How to troubleshoot:
  • Check BITS service status:
    • Open the Windows Services window.

    • Search for "Background Intelligent Transfer Service" and ensure it's running.

    • If not, start the service.
  • Clear the BITS queue:
    • Open the Command Prompt as administrator.

    • Run the command: bitsadmin /clear
  • Manually download address book:
    • Open Outlook.

    • Go to "File" > "Account Settings" > "Download Address Book".
  • Check network connection:
    • Ensure you have a stable internet connection.

    • Try connecting to a different network if possible.
  • Restart Outlook: Sometimes a simple restart can resolve temporary issues.

Other potential causes:

I went through the steps, cleared the BITS queue and checked the online address book on the web. That seems to be ok. I then added a new test entry online and that propagated through correctly to the local address book in Outlook. So the issue does not seem to lie in the connection to the online address book.

I have refrained from creating a new outlook profile at this point, as this behaviour occurs reliably also after a clean windows install.

Next I tried to manually download the address book via the send/receive ribbon. Outlook duly tried to connect to the online address book (and is still trying to do so as I write this), but does not finish until some minutes later (probably a timeout).

thanks, I repaired my Office installation as suggested in the above post. Unfortunately that did not solve the issue. BITS jobs are still being created which are in transient error state.

Before I retired two years ago, I used to be a Microsoft 365 Admin and IT Manager. I did a lot of stuff with Outlook and Exchange Online.
The issue you're having is probably very technical.
1. Are there any errors in the Event Viewer relating to the issue you're having?
2. Run this command in PowerShell (Admin rights). Does it show the BITS service as either manual or automatic?
Get-Service BITS | select -Property Name, StartType, Status
3. You mentioned Exchange in your original post. Is that Exchange Online?

  1. Errors appear in Event Viewer once the queue for the unresolved BITS jobs overflows. Currently the queue only contains two jobs, so no errors currently. I actually became aware of the issue when I looked at the Event Manager errors about a year ago.

3. The other end is a hosted Exchange service run by a third party. The service runs ok, changes in the address book I access through the web interface propagate through to the offline address book in Outlook on the PC and vice versa. So there seems to be a connection to the offline address book.
