Due to popularity, powerful features and ease of use, here are: Paint Shop Pro 4.12 and 7.04 and 8.1 and 9.01
These are all free, legal and fully functional.
These work flawlessly on all versions of Windows from 7 to 11.
Paint Shop Pro 4.12 and if memory serves, 7.04 also work on Windows XP.
At any of the links below... you want to download the ISO image, on the right side.
I recommend either 7.04 or 9.01
These all scan 100% clean, locally and at Virustotal.
Scanned on: MARCH 09 2022
I have installed, tested and used, Paint Shop Pro 7.04 and 9.10... and their Animation Shop 3.
In the .zip file below are the installation READMEs for Paint Shop Pro 7.04 and for 9.10
In the other .zip file are the install directions for Paint Shop Pro 4.12
Paint Shop Pro can do a LOT!
But, it has a really shallow learning curve.
And, no matter how good you get at it, there's always another tool somewhere.
@Wynona thanks for the proper user guide as the word "corel" in the url confused me for a sec but the manual is indeed for the Jasc version before Corel bought the company.

Nice, but it only goes back to PSP 8.
I can find the manuals for PSP5, 6, 8, 9, but no 7. LOL
I checked on the ISO image as well... no joy.
I even googled: Jasc user manuals... still no luck.
Even... Jasc Paint Shop Pro 7 - 10th Anniversary Edition - user manual got no results.
I'll probably have to send Indiana Jones after the manual.
I am actually using the abandonware version of Photoshop CS2 before Adobe switched to cloud service. Still fully functional. They had a repository site back then for discontinued Adobe products that came serial numbers.
I've been a Photoshop user since the early 90s.
Paintshop Pro 4.12 is "portable".
It doesn't need to be installed.
Here's the directions...
This copy of Paintshop Pro 4.12 is portable.
Right click the ISO and choose Extract, to any folder you have created.
After the extraction...
Double click PSP.exe located here... X:\<folder name>\jasc-paint-shop-pro-4.12\PSP4\EXEC ...to run the program.
It will pop up this message. Just ignore it and click OK.
Ofc you can make a shortcut from PSP.exe to anywhere you want.
I'm on Windows 10 x64 at the moment, but you can see it's running.
And... it kicks MS Paint's butt.
This is a good starter program for the Paintshop Pro programs. ^^

Yes, it's a copy protected pdf, you can't copy text from it and paste it elsewhere. Nor can I open it in LibreOffice (well, I can but it's gibberish). That copy protection has been carried over into your saved copy.
