Solved PC screen not shutting off after set time while logged in

I'm not sure why this happening (I've tried setting the shutoff time to 3 min, 10 min, even 15) I chalked it up to not restarting my pc in a while but after doing a few restarts the problem still occurs. This only started happening recently (within the past week). Anytime prior to that my pc screen gave me no trouble shutting off after 15 minutes. I've also run an A/V scan to see if that's what was causing the problem (possibly a virus) but I determined that wasn't the cause.

Any help is much appreciated.

please try running SFC
open a command prompt as administrator and write

sfc /scannow
then press enter

if any errors are found a restart will be required.

Got this meaage back once the scan completed: Windows Resource Protection did not find any integrity violations.

then it looks like the system is OK. please try FreeBooter's suggestion and disable fast start-up.

control panel > power options >
on the left side 'choose what the power buttons do'

at the top of this window 'change settings' then below untick 'fast start-up'
save settings and see if that helps.

I did that and then restared for good measure. No change.

I believe I have found the culprit: I have a USB 3.0 11 port charging hub and 2 of the ports were activated that have USB game controllers in them. No sooner did I deactivate them did my PC screen shut off after 15 minutes.
