Permanently change Downloads folder Group to NONE

No matter how many times I change the "Group by" option for my Downloads folder and subs to NONE, current folders within sporadically change back to DATE. Any new sub folders are created as group by date.

I'm looking for a *permanent* fix.

I have my downloads set as VIEW>as details SORT>as name & ascending. It remains persistant. exactly as I have set it.

I reset settings, set it to None, set it to remember and then restart explorer without going to another folder.
