PING only works in one direction, same for sharing

Two computers running Windows 11 Home, call them Comp1 and Comp2.
I can ping Comp2 from Comp1 but not Comp1 from Comp2, I get "Destination host unreachable". Same for tracert.
I've checked everything I can think of and the settings on both computers are identical. Obviously something is different but I can't find it.
I'll go through all the settings I've checked and make note of them and post here as soon as I can.

Any suggestions welcome. My next step will be to do a reset keeping apps and data and see if that helps.

Disable firewall to see if firewall causing the problem.

Comp1's firewall is blocking ICMP echo requests. Look in the rules section for those words.
