Procedures stuck after screen turns off

Hey guys.
Many procedures like “slow formatting” stuck when screen goes off. Changed the power settings to prevent hibernation and sleep, but when the screen goes off, procedure suspends until I move the mouse. I think it’s due to some power saving settings in windows.
How can I change this? Is there any option in advanced power options in control panel?
I also have such problem with defender. When screen turns off, defender pauses scanning!
I’m sure it’s not going to sleep mode.

Strange thing
When I use “settings” to format an HDD it hangs but when I use Disk management it works well =D

This is the only power plan I have (balanced)
I ran powercfg -h off, long time ago so hibernation is deactivated for sure.
My laptop is not going to sleep or hibernation. Fan is working, everything is working but some apps like “settings” will pause any procedure when my screen goes off. If it goes hibernate or sleep mode, so how does “disk management” work even when screen is turned off? So it’s not slept or hibernated for sure. I think it’s a power saving option that forces some apps to pause their job. I wanna deactivate it. Is there any option in “advanced power plan” in control panel?

If you disable hibernate, the delay setting would actually be 0. Did you load a custom power plan, and forget to set it as active?

No I did nothing. Maybe powercfg -h off is not enough to tell windows that hibernation is off. Anyway it can’t go to hibernation because its system file is removed from C drive.
