Please specify exactly what (kind of) programs that is happening to you.

And what do you mean by 'displaying black'?
Nothing in the program window?

Eventually it displays correctly.
While you did nothing? Or what did you do to get it right?

You'd better spend somewhat more words to describe the problem.
Members here can't see your display so they'll have to do with what you write about it.

Possibly posting some screenshots of the situation might help. ;-)

Win11 has worked fine for a long time.

Recently, as an example, File Explorer is open -> displaying folders and files. After a while the contents of File Explorer is black. Ditto for Firefox, Word, Excel, PowerPoint, etc.

Eventually, the normal display returns, after I hide the page, or go to full screen -> although sometimes it takes multiple attempts.

Occasionally, the entire screen is black for about a second.

I've changed nothing. Win11 is set for automatic updates.

When I reboot, it works fine for a while. After a while, it starts displaying black again.

Might try updating the video/display drivers. Sometimes deleting a device in Device Manager then rebooting allows reloading the drivers and fix the problem.

Does anyone have contact with Microsoft Win11 code writers? Is there a website to report this problem?

You can use the 'Feedback hub'
- Open your Start menu and search for "Feedback Hub," then click to open it.
- Use the option "Add new feedback."

Microsoft will not provide a solution to your problem until (at least) some versions further (if they aknowledge that it's a typical bug).
So you better search for the reason this is happening, like @Berton told.
Or other hints that might follow.

Do you use any third-party software for changing the UI of the task bar or file explorer?

"So you better search for the reason this is happening, like @Berton told." Looking at that website, I'm not sure what this means.
