Booting from iso is different. Efisys expects bootmgr.efi on the root.

The root inside the Boot.wim file, yes. Not the root inside the iso file.
Try booting an iso without it. It is clear my post which you quoted refers to an iso file.
You are confusing two different things.
This iso can boot in efi mode and loads the wim
This iso does not load the wim in efi mode, it hangs on the "press any key.." message till it times out
