I have an issue exactly like this person here where one of their USB ports is not showing the Removal Policy option.
The USB port in question works fine otherwise, no weird disconnects or issues with speed.
It is the same regardless of what device is plugged in, USB Pen Drive, external HDD etc.
Does anyone else experience this with their PCs? If so, does unchecking the "Enable write caching on the device" ensure that I can safely unplug the external HDD without data loss?
