I have a few external hard drives and would like to change the name of them but there is a restriction to 11 characters, it this possible.

The exact number of characters the OS imposes for naming rules on volume labels depends on how the drive is formatted. On Fat32 volumes you're limited to only 11 characters for volume label. This includes spaces. On NTFS volumes you can use up to 32 characters for volume label.

The restriction depends on the format of the drive. For NTFS it's 32, for Fat32 and exFAT it's 11.

There are some non-standard ways to give exFAT a 15 character label, but you'd need Linux or Windows 7 to do that.

  1. Use the Linux tool exfatlabel found in the exfat-utils package;
  2. Format a USB device using the "Format" option from the "Right click on the drive" context menu under Windows 7. Note that the same option under Windows 8.1 no longer allows labels longer than 11 characters.
Both of the above allow a volume label up to 15 characters long with no other apparent ill effects.

There's a fair amount of reference material on the web that states that the maximum label length for an exFAT volume is supposed to be 11 characters. However there are two ways that I am aware of to

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.
Can I change the format of the drive from Fat32 to NTFS without loosing any data.

Unless there's a burning reason to leave the drives as FAT32 or exFAT, I'd just convert to NTFS. NTFS offers significantly better data integrity and features. Unless you plan on swapping between Windows and Linux or IOS for the external drives, I choose NTFS for better data protection.
