I were to install a new drive (and install Windows 11 on it) to dual boot two Windows 11 installations could I activate Windows 11 on the new drive with the same license that is already bound to this machine?

There's a teeny loophole. If you NEVER physically hook both drives up at the same time... you can do it.
Well... I've tested this with Win 10 on one SSD, and Win 11 on another SSD. So far... it works.

You would be blatantly, breaking MS's licensing rules.
One install, at a time, per license. (EULA)
Although, I just assume, you will lose the license... I've never been silly enough to test that.
You might get away with it for a day or a week, or you may get "busted" instantly.


What I think would happen.... is that the 2nd install, just won't activate.
But I don't have a spare license to test that with.



It "could" be even worse, than the 2nd install not activating...
It could be like the nuns at a Catholic school:
"You were BOTH cheating, so you BOTH get expelled". :)

Like I said... I haven't tested that. I can't "afford" to.
And honestly, the last time I actually "read" the EULA was back in 2002, I think. When it was still fairly readable. :)

2. Installation and Use Rights.

a. License.
The software is licensed, not sold. Under this agreement, we grant you the right to install and run one instance of the software on your device (the licensed device), for use by one person at a time, so long as you comply with all the terms of this agreement. Updating or upgrading from non-genuine software with software from Microsoft or authorized sources does not make your original version or the updated/upgraded version genuine, and in that situation, you do not have a license to use the software.

OK so say I buy another Windows 11 license for the new drive what happens when it finds an existing license on the machine hardware? Remember I will putting the new drive into my machine that already has Windows 11 activated and if I understand correctly the license is not bound to the drive but normally the motherboard...

Where on earth did have you seen / heard / read that? Please, provide links!

Windows digital licensing does not care about how many instances of the same edition of Windows 10 or 11 run on the same machine. I have Windows 11 PRO in Finnish, Swedish, German and English installed in multiboot, main OS (English) on SSD, all three others on different partitions on the HDD. No additional licenses required, no disconnecting and connecting disks necessary.

Once a specific edition is activated, the machine has a digital license for that edition. All additional installs of same edition on that same machine, regardless if installed on different disk or separate partitions on same disk will be automatically activated.

Strictly speaking, this is against Windows EULA, but as only one OS can be run at any given time, I do not see problems with it. And, even if you wanted to activate secondary installation with a new product key, the digital license on that machine would be changed on all installs of that edition to that same product key and license.

To the OP: No problems. Your computer has an existing digital licence for the edition of the first install. Any additional installs of that same edition will be automatically activated. When Windows Setup asks for a product key, simply select "I don't have a product key" at the beginning of the setup (see tutorial Step 7).

2. Installation and Use Rights.

a. License.
The software is licensed, not sold. Under this agreement, we grant you the right to install and run one instance of the software on your device (the licensed device), for use by one person at a time, so long as you comply with all the terms of this agreement. Updating or upgrading from non-genuine software with software from Microsoft or authorized sources does not make your original version or the updated/upgraded version genuine, and in that situation, you do not have a license to use the software.

b. Device. In this agreement, “device” means a hardware system (whether physical or virtual) with an internal storage device capable of running the software. A hardware partition or blade is considered to be a device.

c. Restrictions. The device manufacturer or installer and Microsoft reserve all rights (such as rights under intellectual property laws) not expressly granted in this agreement. For example, this license does not give you any right to, and you may not:

(i) use or virtualize features of the software separately;

(ii) publish, copy (other than the permitted backup copy), rent, lease, or lend the software;

(iii) transfer the software (except as permitted by this agreement);

(iv) work around any technical restrictions or limitations in the software;

(v) use the software as server software, for commercial hosting, make the software available for simultaneous use by multiple users over a network, install the software on a server and allow users to access it remotely, or install the software on a device for use only by remote users;

(vi) reverse engineer, decompile, or disassemble the software, or attempt to do so, except and only to the extent that the foregoing restriction is (a) permitted by applicable law; (b) permitted by licensing terms governing the use of open-source components that may be included with the software; or (c) required to debug changes to any libraries licensed under the GNU Lesser General Public License which are included with and linked to by the software; and

(vii) when using Internet-based features you may not use those features in any way that could interfere with anyone else’s use of them, or to try to gain access to or use any service, data, account, or network, in an unauthorized manner.

d. Multi use scenarios.

(i) Multiple versions. If when acquiring the software you were provided with multiple versions (such as 32-bit and 64-bit versions), you may install and activate only one of those versions at a time.

(ii) Multiple or pooled connections. Hardware or software you use to multiplex or pool connections, or reduce the number of devices or users that access or use the software, does not reduce the number of licenses you need. You may only use such hardware or software if you have a license for each instance of the software you are using.

(iii) Device connections. You may allow up to 20 other devices to access the software installed on the licensed device for the purpose of using the following software features: file services, print services, Internet information services, and Internet connection sharing and telephony services on the licensed device. You may allow any number of devices to access the software on the licensed device to synchronize data between devices. This section does not mean, however, that you have the right to install the software, or use the primary function of the software (other than the features listed in this section), on any of these other devices.

(iv) Use in a virtualized environment. This license allows you to install only one instance of the software for use on one device, whether that device is physical or virtual. If you want to use the software on more than one virtual device, you must obtain a separate license for each instance.

(v) Remote access. No more than once every 90 days, you may designate a single user who physically uses the licensed device as the licensed user. The licensed user may access the licensed device from another device using remote access technologies. Other users, at different times, may access the licensed device from another device using remote access technologies, but only on devices separately licensed to run the same or higher edition of this software.

(vi) Remote assistance. You may use remote assistance technologies to share an active session without obtaining any additional licenses for the software. Remote assistance allows one user to connect directly to another user’s computer, usually to correct problems.

e. Backup copy. You may make a single copy of the software for backup purposes, and may also use that backup copy to transfer the software if it was acquired as stand-alone software, as described in Section 4 below.

OK so say I buy another Windows 11 license for the new drive what happens when it finds an existing license on the machine hardware? Remember I will putting the new drive into my machine that already has Windows 11 activated and if I understand correctly the license is not bound to the drive but normally the motherboard...
Just install it and let it activate itself with your current license, you shouldn't have any problem.

You need to understand... that the EULA is the rules. Most MS employees, like phone or chat, probably haven't read the EULA anyway. BUT, they can push a button and be connected to MS's legal dept. in a heart beat.

I have no idea, if they even check their licensing rules. It's probably programmed into their activation servers. But that's just a guess.

Like I said in my original response... I've not "tested" this.

What I believe is another thing entirely.
I "think" that as long as... what you do doesn't cost MS any money or come to their attention, or make them mad... I don't think they will, bother you.
But remember, you're betting approx. $100, on these beliefs.

I am sincerely sorry to say this for a senior geek like you, but you are about as wrong as you could be.

Like I said... I haven't tested that. I can't "afford" to.
And honestly, the last time I actually "read" the EULA was back in 2002, I think. When it was still fairly readable. :)

Windows EULA is still from the age of physical install media, when product key was on the box. EULA has not been updated to era of digital licensing.

You can use ShowKeyPlus (tutorial) to test this scenario:

Check the product key of your current installation with ShowKeyPlus. Now install an additional instance of same edition on that same computer in dual boot, and activate it with another product key.

Boot back to original, first installation. Check the product key, you will notice that it has been changed to that of the second installation. Only one product key is used for the digital license, the last one. It will be the base of the digital license for all installations of the same edition.

Windows license is edition specific, but not language specific. I only mentioned different language versions as the reason why I have four instances of PRO in multi boot.

Everything I said applies to any additional installs of same edition, regardless of if same or different language.

I find it quite strange, that you told OP that they can lose the activation completely, only based on an assumption, not facts. In my opinion, "I do not know for sure, but I think it's like this, therefore it must be a fact" is quite dangerous principle when giving advice.

The EULA is just to protect the company.

Scenario: MS probably doesn't care if @Kol12 run 30 instances on the same computer. BUT... let's say Kol installs an instance of Windows 11, for each of his kids, and Kol is "out to get" Microsoft for some reason....
Like maybe Kol's kids spend too much time on Windows, turn to a life of crime, and end up in jail.
Kol thinks MS is to blame for this, cause of what Windows "let" the kids access online???

So Kol decides to sue MS. When Kol's lawyers call MS and inform them... MS can say...
No, he can't sue us. See it says right here... one instance per license.



Just using @Kol12 as an example. I'm sure he and his kids (if any) are nice folk. :)


Or how about a corporate example...

Remember that Win 10 update, that messed up everyone's ability to use their printers?
I wonder how many hole-in-the-wall companies tried to sue MS for that. Claiming "damages" to their company's ability to function properly.

I'm SURE there's also a section in the EULA that says... MS is not responsible for any problems that Windows Updates might cause.

As I said in my previous post, the EULA is from era of physical install media, before digital delivery and licensing.

At the moment, system only accepts and uses one product key, the last one used, changing the key for all previously installed instances to that. As I see it, Microsoft did not think this through when announcing digital licensing.

The infamous paragraph 2 A in EULA:

The software is licensed, not sold. Under this agreement, we grant you the right to install and run one instance of the software on your device (the licensed device), for use by one person at a time, so long as you comply with all the terms of this agreement.

I think, and am willing to bet for it, it will be changed some day in the future to read something like this:

The software is licensed, not sold. Under this agreement, we grant you the right to install and use the software only on your device (the licensed device), for use by one person at a time, so long as you comply with all the terms of this agreement.

As I see it, Microsoft did not think this through when announcing digital licensing.



I agree with this... 100%. In fact, my running Win 10 and Win 11 (on one license), on two different SSDs, with only one hooked up at a time... is based on this belief.

BUT, I'm NOT gonna recommend to anyone... something I know the EULA forbids.
I don't want to have to feel remorse, if @Kol12 blames me, because I said that
he could run as many instance of Windows 11 on one license as he wants to, when
I know the EULA doesn't say that.

Again... I'm not claiming to KNOW how MS will react to anything a user might do.
I'm just telling you what the EULA says you "can" and "cannot" do.

Yet, you saw it fit to instruct OP like this:

You might get away with it for a day or a week, or you may get "busted" instantly.

It "could" be even worse, than the 2nd install not activating...
It could be like the nuns at a Catholic school:
"You were BOTH cheating, so you BOTH get expelled"
. :)

My last "contribution" to this thread: You cannot lose a digital license. Once the machine has been activated first time, and has got a digital license for a specific edition, all future installations of that same edition will be automatically activated. This regardless if it is a clean install after wiping the previous install, or an additional install for multi boot.

User don't need to enter the product key ever again, as long as that machine will remain in use.
