Ryzen CPU "no GOP" issue

I am building a new PC for my cousin with Ryzen 7 3800X CPU. Everything is new including the case except for the GPU that she tries to avoid buying. So we are just gonna use her old GPU from her old PC which is just an AMD HD6450. This new PC will not be for gaming.

The new PC is fully assembled now and runs great with Windows 10. But upon running a PC check for Windows 11, it failed the UEFI requirement. The problem is, since the CPU has no integrated GPU and the AMD HD6450 is too old, it doesn't allow me to switch from CSM to UEFI because of "no GOP (graphics output protocol)" issue.

Is it possible to get through this "no GOP" issue without buying a new GPU? Without GOP, it forces the BIOS to CSM mode only which is fine with Windows 10 but not with Windows 11 (unless this UEFI requirement changes later on).

I've never even heard of such a thing. But I searched online and found it to be a source of much consternation amongst users of all types.

This TPU thread seems to have the most promise in offering a solution, and with your knowledge and experience, it shouldn't be anything you cannot do. But finding the actual ROM needed for your GPU may be an issue.


Also, if it isn't a gigabyte board, that may be an issue in and of itself. Have you updated to the latest UEFI fw for the board?

yeah, I updated the mobo to the latest fw hoping that it will solve the issue.
It may not be too difficult to flash the GPU's BIOS but you are right, the big problem is finding the right rom because it is a very old GPU... haha... I am also digging for answers online right now, but I will checkout your link. Thanks!

I am sure this "no GOP" issue will become a common problem if Windows 11 will stick to UEFI (or no CSM) requirement.

Not so sure. This is something that requires some pretty old GPUs to happen, which won't happen with OEM systems, only hand-built like you and I do. And my 970 has never once had the issue, and it's a 5+ year old card, so systems using an 8+ year old GPU with a modern UEFI system are going to be few and far between all the normal systems.

The vast majority of people who build a system and purposefully use older GPUs for workstation platforms, testbeds, and the like, also probably won't be moving to Win11 that quickly anyway.

Not saying it won't be an issue at all - just a very very small percentage, I think, because it will affect a very niche subset of builders.

The lack of the CPU having no integrated GPU is something that bit me in the butt when I upgraded this machine from a Ryzen 5 2300 to Ryzen 5 2600 CPU. I never suspected the 2600 I bought wouldn't have an integrated GPU!

Yeah, I am only referring to people who build their own PC with older GPUs.
But I just discovered something. I tried swapping the AMD HD6450 with one of my old GPU which is an Nvidia Quadro 2000 which I remember I used as a temporary GPU for my other PC in UEFI mode. I was surprised to see that it also encounters a "no GOP" issue even though it runs okay with my other PC running in UEFI mode. This is interesting....

Umm, I'm trying not to be an arse here, but why in the world would you not read the specs (and more, do a comparison at one of numerous comparison sites online to see the real differences between what you had and what you wanted)?

Now, that is interesting. So it's definitely the fw. And in this case, maybe the newest fw is not the best way to go, maybe older is what you need.....

Depending upon the age of the mobo, of course lol. My MSI X570 mobo goes back a couple of years, but I doubt I'd ever revert - unless they put out an update that remove the GPU ROM for the 900 series from the fw. Which may very well happen. And also which there would be almost no way to check for, as there is no real way to install a UEFI fw update through Windows (well, technically, their MSI Center app, but I'm almost positive that doesn't do any existing hardware checks when installing fw updates).

Looks like you're gonna enter the magical world of fw patching....

Umm, I'm trying not to be an arse here, but why in the world would you not read the specs (and more, do a comparison at one of numerous comparison sites online to see the real differences between what you had and what you wanted)?



Now, that is interesting. So it's definitely the fw. And in this case, maybe the newest fw is not the best way to go, maybe older is what you need.....

Depending upon the age of the mobo, of course lol. My MSI X570 mobo goes back a couple of years, but I doubt I'd ever revert - unless they put out an update that remove the GPU ROM for the 900 series from the fw. Which may very well happen. And also which there would be almost no way to check for, as there is no real way to install a UEFI fw update through Windows (well, technically, their MSI Center app, but I'm almost positive that doesn't do any existing hardware checks when installing fw updates).

Looks like you're gonna enter the magical world of fw patching....
That "interesting" incident just created a possible solution that I will try right now.
Since my only objective is to set the BIOS from CSM to UEFI which I cannot do because of the "no GOP" issue with the old GPU, I will try pulling out my daughter's GTX 1650 and install it on my cousin's build just so I can switch from CSM to UEFI, then I will switch it back to the old AMD gpu after...

When I looked at the specs for upgrading my CPU, it just said I could upgrade with the 2600. I've built a number of systems (most of them AMD) but have never run into this issue before. Nor have I ever upgraded just the CPU before. So, lay it onto ignorance of the facts. Lesson learned.

thanks for the link. the thread appears ok on my screen. I am doing a hardware test right now instead of dealing with firmware. I am using a new GPU to switch to UEFI and then swap back the old GPU after enabling UEFI and secure boot.

GOP (Graphics Output Protocol) is on the GPU side. Anyway, been there with the GOP issue years ago. Basically if your GPU doesn't support UEFI (all modern GPU's do today), you'll have to enable CSM to get the card to work (work correctly). The problem with having CSM enabled is you can't use Secure Boot, and the system is somewhat running in legacy mode.

My experience came from the fact that my then AMD (Sapphire) R9 Fury which was supposed to be UEFI compliant wasn't because of a bad BIOS that was shipped with some AMD Fury/Fury X cards. AMD and some of their AIB board members (Sapphire) had to provide updated BIOS's to fix the issue.

Today that should never be an issue with modern day GPU's (unless a BIOS issue as discussed above). That said, a sure fire way to tell if a GPU supports UEFI is TechPowerUp's GPU-Z

Fair enough. That does make sense.

I've never used a CPU with integrated GPU in my builds, so whenever I've gone looking for an upgrade I specifically look for CPUs without integrated GPUs, even though my new rig will use and support both integrated and discrete GPUs.

The card is a very, very old AMD Radeon HD 6450 Specs (~10 years old) as noted in the OP. Also, as noted in the OP, he cannot switch away from CSM specifically because of the GOP issue.

I think his workaround of using a compatible card to switch off CSM and then swap card either before or after installation will work.

But are you saying it won't allow the system to boot at all with both the old card and CSM switched off?

Okay... it worked!!! :shawn:
I was able to skip the "no GOP" issue. But the trick is you have to have another GPU that you can use to be able to switch from CSM to UEFI. Then with UEFI enabled, you can enable secure boot. When all of that is done, I put back the old GPU and the mobo stayed in UEFI with secure boot enabled. The only problem is, the AMD HD6450 did not pass the WDDM version requirement. It is only version 1.3. So I am just gonna give my Nvidia Quadro 2000 GPU to my cousin. I am not using it anyway. The new build is now running Windows 11.
As you can see from the screenshot below, the GPU does not support UEFI but the mobo is in UEFI mode.

For now, this system is compliant with the current published requirements for Windows 11.
