No physical lock switch present

using Admin prompt - diskpart - "attributes disk clear readonly"

Format disk: "can't format - card locked"

Can you read the card in File Explorer? If not then the card may be corrupted. Obviously any contents on the card are not needed or else you would not be wanting to format it but just in case there may be anything sensitive on it I would just totally destroy the card.

There should be a tiny switch on the side of the card to unlock it.

Edit: I see that you said there is no physical switch. That's a bit odd.

Also most people buy a mini SD card with an adaptor. Most new laptops only have a mini sd card slot nowadays as well.

Check with a different card reader, just in case yours is faulty. If you are using an adapter, try another adapter or read the microSD card directly, if you have the appropriate slot. In case that the card is corrupt, you can buy another one, but it doesn't harm to load diskpart and try to completely delete it. Search for CMD or PowerShell and Run as Administrator, then type this code:

select disk X
clean
exit
exit
Where X is the number of the card reader as appears in the list. Be careful not to delete any other of your disks! Then you can either create a new partition and format it from Disk Manager or you can type this code (after the clean command) :

create partition primary
select partition 1
format fs=ntfs quick
If you prefer FAT32 format, replace NTFS with FAT32.
