save an image in open form, but not as wallpaper

I have an image that I would like to see on my desktop always in the open position such as images are viewed in the windows picture application. (minus the text).
I do not want to save as wallpaper. I would just like to see it open at all times and even change my wallpaper on occasion and not see it altered

I guess that this would be in a icon format?????

Is this even possible.?

If I understand your question correctly...

Save image to your 'Pictures' with a name. Click 'Pictures' > Right click on the named image > Click on 'Send To' > Click on 'Desktop, create shortcut'.

I don't save images as wallpaper per se but simply Personalize the desktop using pictures in my C:\Users\Berton\Pictures folder.
