Don't know exactly where to start but
Main PC (listed down there with a BT dongle checked and certified as working, drivers installed etc, Should not be a problem
Second device with which to share, Windows10 phone, Lumia 640, also working with working BT, certified working as it can successfully communicate with other phones.
BT in windows turned on but with conflicting results. Conflicting because in some places shows as connected and paired and in some places like in Network icon on Taskbar Not Connected.

This is in Insider dev version which is in dual BOOT with "Normal", up to date W11 on which it doesn't pair at all. During the pairing usual dialog with code to permit sharing got thru fine but when trying to send a file (pisture) from phone I get a message on it
Cant send
Device you're trying to send doesn't support sharing over Bluetooth.
For life of me I can't find where to turn sharing over BT on. Windows help with it suggests a solution that doesn't exist on W11.

Right clicking on bluetooth in taskbar gets this but I have no device to send a file to.

I've also got swift pair turned on. That's handy for when my BT mouse loses connection.

Device you're trying to send doesn't support sharing over Bluetooth.
Yes, I get that too sending a file from phone to PC, though Bluetooth is turned on for both and they are already paired. But that's because I deliberately missed out a step.

First I have to set the PC into 'receive' mode by clicking the Bluetooth icon on the Taskbar and selecting 'Receive a file'. If you don't see the Bluetooth icon on your Taskbar, look in the hidden icons.

.and I can now send the file from the Phone.

This was with my fully up to date 22000.376.

You can also start a transfer from within Settings > Bluetooth & devices > Devices. Scroll down and click 'Send or receive files via Bluetooth.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022.

Ha, works now, I enabled file sharing from control panel. It didn't make any difference in W10 but I guess that W11 has higher security. Only problem is that I have to click on "Receive file" every time for every single file.
It's quite a procedure, turn on BT on both sides, connect, pair punch codes but I (again) lost data USB cable to phone and this should have been "easy" way to transfer. Could have sent files over internet but that's even slower.

Yeah, I prefer wired connections. more reliable and faster but some times they are need. Like for instance phone and laptop away from router.
