Don't upgrade to 25H2... it's horri-bad. It will kill your computer.

It's 2025. You're thinking like a windows 7 user. The last major Windows service pack was Windows 7, SP1 in 2011.
Lots of changes in both Windows update and Microsoft servicing since then.

Yes I believe 23h2 was enabled with an enablement package, However 24h2 was an upgrade. Took a while and caused trouble for some folks as most upgrades tend to do.. The 25h2 enablement package applies in less than 10 seconds.
