Seems this has started about a month ago.

The internet either starts out fast then shortly after drops to half speed or less, or starts slow. Disabling/enabling the network adapter (from Control Panel) restores the speed. This is happening on both a laptop running Win 11 23H2 and another running Win 11 24H2. The MIMO Power Safe Mode setting found in the Advanced Properties of the Network adapter do not seem to have an effect. The default is Auto but even setting it to No does not help.

There are the results from running speedtest.net are:

Auto SMPS (default 707 172
No SMPS 627 149
Static SMPS 729 173
Dynamic SMPS 600 175

The speed on my iPhone seems to be consistent
iPhone 473 174

While running one of the speedtest the download speed was up in the 600's and at the half way point dropped to the mid 22's.

My router is one of those locked-down ISP models so I cannot change any settings.

This seems like a Windows issue but it could be the router. Yes, I have rebooted everything.

Any suggestions?

Yes, I have rebooted everything.
Does this mean you have powercycled all your isp equipment?
2 different devices on same network and the fact the issue started on both around the same time would make me suspect the router or something within your internet connection.

Yes, powercycled the single ISP router. I suspect the fault lies in the Intel network driver and have reverted to an earlier version. Will see how this works.

Changed the Network adapter setting from 802.11n/ac Wireless Mode to 802.11ax to 802.11ac. Researching why ax is not working.

you could also look at advanced power settings for the wireless adaptor settings.
control panel > power options > change plan settings > change advanced power settings.

in this window > wireless adaptor settings > power saving mode > settings
use the drop down menu to change the settings.

just to check that it it set to 'maximum performance'

just to add .. also check the device manager > network adaptors > power management
just to make sure that they are not set to 'put to sleep' if not in use.

best of luck, Steve ..

Not directly related to speed issue, which you seem to have got a work around, but with last ISP (BT), I had second router attached to my locked down ISP router via ethernet

The BT hub combined the 2.4 and 5 GHZ as a single SSID and gave no option to split them saying it was "smarter". What was annoying, my laptop would switch to 2.4 GHZ randomly.

So by attaching a second router, I was able to get separate SSIDs - problem solved.

Moving on to new ISP Vodafone, you could separate the SSIDs but were limited to wifi 5, not wifi 6.

I could replace the router, but most generic routers do not have the ability to attach an analogue landline unless you pay a lot.

The ISP routers have to have ability to connect analogue landlines as UK is shortly switching off its analogue landline network.
So I have a wifi 6E capable router connected to ISP router, and I only use the ISP router as a switch really plus I can connect my landline.

I rarely use my landline but I keep it solely for emergencies e.g. if mobile network is down (but I also have access to other mobile networks on a legacy pay and go system as another backup).

I am not paranoid but I know they are out to get me LOL.

Thanks @XxXxX & @cereberus.

This Inter driver does not have an Advanced Power setting. I first thought the problem was with the MIMO settings but none of them resolved it.

Yes, I have one of those x*yz! locked down modem/routers from Rogers(Comcast) where there is only a single SSID, no access to the settings, and only WiFi 6 (no 6E). For the most part, except for this issue, everything works fine, but my workaround drops me back to WiFi 5. I could install a high performance secondary router and use the Gateway as a modem but there are other limiting factors like placement constraints and range coverage.

The slowdown and switching from 5 GHx band to slower 2.4 GHz was a flaw with Bank Steering using a 2.4 GHz POD. Unclear why this suddenly started. The POD was removed and all fine.

Revisiting this issue. Removing the POD only delayed the problem. I am not so sure it is a Band Steering issue with the router as whenever the band switches from the 5 GHz to the 2.4 there is an Event Viewer warning message for "Event ID 6062 from source Netwtw14 cannot be found".
The workaround is to change the wireless mode to 802.11ac which is 10% slower than the 6e band.
