Solved Some windows updates can be installed, some not.

Hello Dear members.

I have a very strange behavior with windows update.

I can install some updates, for instance KB5037591 (.NET Framework 3.5 pour et 4.8.1 pour Windows 11, version 23H2 pour les systèmes x64) but I cannot install KB5037853 or, before, KB5037771, with several errors when I followed repair actions: 0x80248014, or Package KB5037853 failed to be changed to the Installed state. Status: 0x800f081f.

This situation is driving me nuts. And I cannot make an inplace installation because I "deleted" old version of the OS.

Before my head explde, do someone have a solution for this ?

I already tried an in-place upgrade but i cannot find a windows 11 ISO file that is the same or higher version as mine. So I cannor keep my files and app.

Maybe I will try to create an windows ISO file from the last media file from Microsoft with AMDT (that's a long time I didn't use it) and include latest updates

In fact, my issue is harder than I expected. It seems that my windows 11 installation is on "unsuported pc", that is false.

I have to find another solution.

I check my hardware compatibility and TPM 2 is missing. Unfortunately, it is a known bug of AMD motherboard. If i enable TPM 2 in BIOS, I have BSOD. Always.

Have you checked the manual for the motherboard? Some have the TPM affixed to the board and some have a socket to enable changing the module.

What BIOS version is installed? The latest is 4604 (9 April, 2024.) Maybe a BIOS update would fix your fTPM issues.

Version 3205 (5 August, 2021) seems to have been released just to make the desired BIOS settings for Windows 11 to be the defaults.

Strange, downloading the latest iso from microsoft directly should be good. You can use rufus with that iso to create a usb that bypasses all the requirements. Which then should allow you to repair install.

I installed the latest BIOS in April so it is the 4604. Maybe a downgrade may help. I will try asap.
For the TPM, my mobo model is one of Asus that do not have socket for a new TPM module. It is affixed to the board.
In fact I can enable fTPM in BIOS but I cannot enable secure device (if I do, even with CSM enabled, it the BSOD with fatal 0x00000009 error), so the TPM is useless and no device is found.
By the way, I found a good ASROCK mobo with the same spec (B450, AM4 support, more DDR4 max amount...) with a 14-1 TPM socket. And a stand alone TPM device cost less than 25$.
I will try RUFUS after diner (Im in France) and keep you informed. But I need a TPM that work.

The basic issue with the system requirements of Windows 11 is that we only buy a license to use the software, regardless of whether retail like for custom computers or as OEM provided with a computer. We've had sufficient warning about having to upgrade to Win11 or buy a newer machine with the EOL of Win10 on Oct. 14, 2025. For myself I did get a new Notebook in Oct. '21 when Win11 was released so I could see what my clients see. Outside of the hardware issue the only real difference is visual, things are moved around and most in Win10 are still in Win11 and most programs that work in Win10 also work in Win11. I got my first computer in '92 with Win3.1 running on top of MS-DOS 5, after retirement two years later got a job in a computer store and started building computers. Every version since have included changes and most people have been able to adapt.

Yes, I agree. But my mobo, wyhen in windows 10, passed the compatibility check with TPM 2.0 enabled without an issue. Microsoft recognized that the issue was a windows issue, not a final user or hardware issue.
I'm a citrix architect and I know all what you say. But I have all Windows 11 needs to be installed.
And I'm a bulldog, i won't give up.

I've run Win 11 on 4 systems, all with firmware TPMs, all with "device security" enabled.

If there's a Windows 11 issue with fTPMs, I doubt that it's common.

One suggestion: don't use a TPM at all. It was an option under Windows 10, but I never enabled it. Ditto for Core Isolation.

Maybe I was just lucky, but no malware ever got me.

Yes it make sense. But, some apps need TPM 2.0.

I also check the build of the lastest downloadable windows 11 iso, on microsoft site. The build is a 22621.xxxx, so a 22H2.
I will check again but if I cannot find at least the same build, I cannot make an in-place repair.

Maybe in english, the build is different.

I downloaded again the iso file Win11_23H2_French_x64v2.iso with MCT tool too from microsoft site and checked the build with DISM. You can see it is a version 10.0.22621 and the Build is 2861. It is really weird because it is the version of a windows 11 22H2.

Just a point about my issue.

After a deeper dig in the dism.log, it appears that a 'wcp.dll' is missing in a specific folder despite I have some in WinSxS folders.
  • sfc /scannow do not find any problem. All is OK
  • DISM /Online /Cleanup-Image /ScanHealth is also OK
  • DISM /Online /Cleanup-Image /CheckHealth is also OK so
  • DISM /Online /Cleanup-Image /RestoreHealth do not repair anything and is ok.
I don't think I can make a DISM /Online /Cleanup-Image /ScanHealth with a source in comparison like the RestoreHealth (DISM /Online /Cleanup-Image /RestoreHealth /Source:G\Sources\install.wim /LimitAccess)

An In-Place installation does not allow me to keep my personal files and apps.

So, I'll keep looking for a solution, but as soon as I receive my new motherboard and my 18 (17-1) pins TPM stand-alone device, I'll make a fresh install of Windows 23H2 directly with the iso I created with the UUP files in 10.0.22631.3672.

I downloaded again the iso file Win11_23H2_French_x64v2.iso with MCT tool too from microsoft site and checked the build with DISM. You can see it is a version 10.0.22621 and the Build is 2861. It is really weird because it is the version of a windows 11 22H2.
It's a little confusing, but that is correct for a 23H2 ISO. Versions 22H2 and 23H2 share a common set of system files, with the dormant 23H2 features enabled by installing an Enablement Package. The 23H2 ISO contains the 22621 system files, plus the Enablement Package which it will install at the same time, and bump the build number up to 22631.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

An In-Place installation does not allow me to keep my personal files and apps.
That only happens if there is a mismatch between the edition you have on your PC and that of the ISO you use for the in-place upgrade. Either the languages don't match, or the ISO is for a lower major build number build than the 22631 that you have on the PC. It's also possible that your UUPdump ISO may not include the N edition that you require. UUPdump doesn't include it by default, when choosing the download you have to tick a box to include it.

You should have no such problem if you try the 23H2 ISO you got from Microsoft.
