I've had this pop up once or twice and apart from a restore or reset there seems to be no way to fix it.
Following the "Set up my PIN" route just gets into a loop leading back to the original error screen.
How and why does this occur?
It certainly is a good reason to stick with a local account rather than using a Windows account.

Sorry, the presenter's voice is difficult to understand.
But it sounds like one of the many approaches I have tried and found wanting.
I have a sneaking suspicion that network issues may have a bearing on this problem, and I am pursuing this with my ISP.
IMHO having a network dependent PC signon is a PITA, so I'll stick with local accounts.

Have you tried deleting NGC folder, with PIN network connection not needed.
