Not sure if the two issues are related but they came up at the same time. I was installing WSL Linux on my Admin account. Installed ok. After the reboot logging into my Admin acc and first I see this "Qt platform plugin... something something" issue notification from OneDrive. Recommendation is to reinstall OneDrive. I open the start menu and it is all changed, not like I customized it. Ok, I uninstalled-reinstalled OneDrive. The notification disappeared. But the Start menu is still default set of icons, not the way I set it up.

What is it that I had messed up?

Could you please post a screenshot of your desktop before you do any of the following.

Open a command prompt as administrator and type sfc /scannow
Pay attention to the scan results to see if SFC found anything it could not repair. If it found corruption it could not fix followup with this command (note the spaces)
dism /online /cleanup-image /restorehealth
Restart computer

If Sfc/dism doesn't find and fix the issue, only thing I can suggest is try recovery methods
1. Restore from a backup if you have one. This would for sure fix it if everything was working correctly when the backup was made. Making backups can save your bacon.
2. System restore to a point before the changes might fix it.
3. In this case I do not think a repair install would fix it though you can try anyway. I think it will require a clean install or a reset and remove everything. Be sure and backup your personal files.

Thanks for the reply.

On my desktop the only unusual thing is when I right click Start button there is only a small white rectangle. Plus if I pin my apps to Start menu after the restart it goes back to default.

I tried sfc scan (no issues found)

I did DISM (the issue remains after restart)

I also tried reregistering Start menu. No effect.

I don't have system restore points or system backups (unwise of me, agree)

So, the last resort is resetting then?

Like I mentioned, this issue is only on my built-in Administrator account. My regular user account is ok.

I'm rather confused.

When you say built-in administrator account are you saying you have the hidden administrator account enabled? Do you not have your regular account set as an administrator?
When such issues happen on one user account but not others, it points to a corrupted user account. IMO this indicates the administrator account is corrupted. This account is in place and hidden to always give an owner a means of troubleshooting and an out if his own account becomes corrupted and he is unable to create another one. It is not meant to be used all the time. Unlike a regular user account , you can not create another one to replace it. I know of no way to fix it except a reset and remove everything or a clean install. Maybe someone else does.

Resetting solved the issue.
