Where I work we use a VPN that uses the IKEEXT service. Every couple of weeks, that service gets disabled at random and the users can't get on our vpn until we manually go in and reenable that service. It turns into a huge pain. Is there a reason this service is constantly disabled?

a couple or three thing to check.
1. services to see if the 'Ike and AuthIP IPsec Keying Modules' are set to auto
2. the task manager and check this tasks settings
3. the task scheduler to see and check the settings ie. time outs

just to add.
also have a look at the reliability monitor to check for errors
control panel > security and maintenance > maintenance > reliability monitor

thats all i could find on the subject regarding the IKEEXT service for VPN's.
best of luck, Steve ..
