storage sense not working as expected

i have it set up to clean up everything on a daily basis. i've noticed that it will delete stuff in the recycle bin if it came from the drive with the OS. but it does not delete stuff if it came from my other storage drive. i find this unusual cause if you manually empty the recycle bin it deletes everything regardless what drive the contents came from. i looked around in the storage sense settings to see if i could find some setting that might control this behavior but didn't see anything. any suggestions?
