System language with different region/keyboard language

Hi. I have tried to fix this issue, but haven't resolved it yet - and it might not be resolvable in Windows 11's current state.

I have set up windows 11 with en-US (English-United States), with region and keyboard as nb-NO (Norwegian-Norway) as I want everything in Windows to be english, but use norwegian keyboard and region formats. This makes MOST of windows appear in english, but not everything. All inbuilt windows apps, such as Calculator, Notpad etc is displayed in Norwegian, but also Windows Security is displayed in norwegian. Does anyone have any ideas how to make this work so that everything windows is displayed in english? I had a look in registry, but didn't become any wiser.

You need to set the main Windows language en-US and choose en-US region formats (as selected by default). Then you should add the Norwegian language as a secondary language (you don't need a full language pack for UI, only keyboard support) and show the keyboard selection indicator on Taskbar. So, you still use English Windows, but the nb-NO keyboard layout may be selected as default and en-US as secondary. Finally, you can customise the regional standards, like date/time format etc, changing them close to your national standards. BTW, it would be a bit easier if you choose en-GB as main Windows language and regional standard.

All inbuilt windows apps, such as Calculator, Notpad etc is displayed in Norwegian, but also Windows Security is displayed in Norwegian.

For multilingual users, Windows 11 has two important language related settings. The Display Language (#1 in screenshot) sets the main operating system (Windows) language, and Preferred Language (#2) sets the language for WIndows apps. These two can be different, as in your case English OS but apps in Norwegian. In screenshot, I am switching my Swedish apps in English Windows to English (#3):

When you add a new language, be it just an input language (keyboard layout), or full language pack, it will be by default the Preferred Language, top of that list. In your case, you have installed English W11, making English your Display Language. Adding Norwegian, that became the default Preferred Language (app language). In that case, you must simply click the three dots in Preferred language (#3 in screenshot), and move it down on the list (the top most language on list will be used as app language).

Regional formats have nothing, absolutely nothing to do with Windows languages, so that is completely unnecessary.

The only, really the only important thing for those users using English Windows regarding formats is to get date, time and week to be set correctly. Selecting US formats, everything will be in my opinion wrong. According to US formats, week starts on Sunday, not on Monday as it should (you know, Saturday & Sunday is called weekEND, not weekCHANGE), the weird 12 hour clock, and un-understandable MONTH - DATE - YEAR date system.

Setting UK formats, everything will be correct: week starts on Monday, a 24-hour clock, and date format correctly set as DATE - MONTH - YEAR.

Hi folks
You can have any keyboard input for any language - any combo -- if you are Bonkers enough you could have a Chinese keyboard for a spanish language display -- just add extra input methods / keyboard to the appropriate language - you can then switch / choose the keyboard you want in the language bar.

Switching keyboards has no effect on any settings etc for your chosen language -- some key combinations though might cause unpredictable effects when being used in the alternate language !!!!.

To each their own - I actually hate the date format starting with the date, month first makes much more sense to me (but then again, I am living in Germany where they count last digits of numbers backwards, as in "21" is literally called "one and twenty", while "121" is "hundred one and twenty" 🤷‍♂️). I also don't see why is it important which day is considered the "first" (schools in Germany often begin and end their terms midweek, this year the first day for my youngest son was actually Friday). The only regional setting that's bothering me is the paper format: the US setting comes the default "letter" format and there is just no such paper in Germany, so I always have to edit that. Other than that, I do find the US format preferable. So, as you can see, this is again a matter of personal preference :wink:.
