I run the release channel and have applied that update applied. I still have that option.See my screenshot.
Do you per chance have any third party app that alters the GUI (explorepatcher, start11, startallback, etc). If so uninstall it to see if it fixes the problem.

I would make sure there are no corrupt system files that is causing this problem. Open a command prompt as administrator and type sfc /scannow
Pay attention to the scan results to see if SFC found anything it could not repair. If it found corruption it could not fix followup with this command (note the spaces)
dism /online /cleanup-image /restorehealth
Restart computer
(Note-you can follow up with another sfc /scannow command to make sure that dism repaired the files)

Running the Release Channel here too.
I too, cannot see the "Never Combine" option in the taskbar and that is extremely annoying.
I do not have any programs like ExplorerPatcher, OpenShell etc installed.
I ran the sfc /scannow command and it found no integrity violations.

I am wondering if there is a Registry key we can change to make this work.
