If this comes to life, It would be a game changer for notebooks.
When I read the article, I remembered that someone had mentioned this
while I was still working and thought it could be something I would want
in my notebooks. It could change the way processors interact with heatsinks
IF Intel and AMD and maybe even Apple could make this work. Would also like
to see something like this for SSD controllers and memory chips.

Well a thermistor is a thermal resistor.
Which is sort of the same idea as a thermal transistor.
There's also talk of thermal logic gates, and thermal rectifiers.

All these devices (except the thermistor), claim that heat "flows" and can be controlled by electricity.
Heat definitely flows, but it's hard to imagine heat flow being controlled by electricity.

The thermistor uses heat to control electron flow, which seems a lot more believable to me.
And we already know thermistors work.

But it "sounds" really good. I guess we'll have to wait and see.

From what I've read, it will use it's ability to disperse the heat from hot spots on CPUs.
I'm sure you remember when I posted my CPU Core screens that I have two Cores that
heat up more than the others. #3 and #5. If this could help in dispersing the heat from
those hot spots then, that would certainly be an improvement and I could get more
horse power from those cores.

But, as all hypothesis go, IF it comes to bear then, I would certainly be one to see if it
does what it says.

I suspect that if they do manage to make the whole thing viable and affordable that it won't result in anything so significant is 13X cooler or even twice as cool as a standard chip rated at the same frequency and core count. That said, if it's even 20% cooler and they could bring down the TDP at least that much it would be a considerable achievement. So, yes, we shall have to wait and see. It does look promising.

P.S. A thermistor is a passive component, its purpose in life is to sense heat and alter its physical resistance to provide evidence to the outside world. You can get Negative Temperature Coefficient and Positive Temperature Coefficient devices where the heat causes a lowering resistance or an increasing resistance. NTC vs PTC. Devices are spec'd based on fail safe parameters.
