When I use Ctrl+A to select all files in File Explorer, a blue border appears around them.
The blue border disappears when I click on a file or hover the pointer over it.

Until now, only a white light would appear, and there was never any blue outline, but was this feature added in a recent Windows Update?
Or is it possibly a bug or a result of system corruption?

The noticeable border around currently selected files and folders in File Explorer was introduced with a Windows 11 update in July 2024. This change was made to enhance accessibility and improve visibility of selected items.

Thank you for the helpful information.
However, I’m puzzled because until quite recently, selecting a file would only make it “light up white” without showing the blue outline.

I always keep my Windows Update up to date, excluding preview patches, so I don’t understand why this issue suddenly started happening.

If you have any ideas about what might be causing this, I’d really appreciate it if you could let me know.

Are you using a program that 'tweaks' Windows, such as 'Start All Black' because your snapshot of File Explorer looks nothing like mine!

Hello, and thank you for trying to help me!
I'm not using any such program, but when I tried switching Windows from dark mode to light mode, the Explorer started to look the same as your Explorer.
I believe the UI changes depending on whether it's in dark or light mode. (I've disabled the checkboxes through the Explorer settings.)

Another thing that's been bothering me is that, for some reason, the topmost file doesn't show the blue highlight around it.
It feels really strange to me.
Is this something only I'm experiencing?

Blue outline: the item is selected.
Black outline in light mode or light grey outline in dark mode: the item has focus; the focus can be moved around by using the arrow keys (also including left/right) on the keyboard, and, you can use the Tab key or Shift+Tab to cycle forward or backward through various window components within the same window that also let you use the arrow keys to move the focus around between various other UI elements.
Dark mode uses a different (darker) shade of grey for the background color of a selected item if that item has focus, whereas light mode uses a light blue background color for selected items that seems to be unaffected by whether a selected item also has the focus.

Hello,
So, the default selection of the top file is why the blue border isn’t displayed, right?
Thank you for resolving my question. I sincerely appreciate the dedicated support from everyone.

The true reason why the top file or item has the light grey outline, or focus rectangle is because your last action you did to change your selection was a Shift+click on that item. This becomes more readily apparent when [as opposed to clicking on an item and then Shift+clicking on one of the items above that item] you click on an item and then you Shift+click on an item below that item.

Also, when multiple items are included in the selection (a so-called multiselection) it is possible to deselect individual items from the multiselection, i.e. by using Ctrl+click on whatever the item you want to deselect from the multiselection. Conversely, Ctrl+clicking on an item that is not part of a multiselection causes that item to become part of multiselection.

Put simply, Ctrl+click can be used on an item to toggle between whether that item is part of multiselection.

You'll also notice that Ctrl+click on an item causes the focus rectangle to jump to that item. Whereas Shift-click on an item just changes the current selection/multiselection in such a way that it will include 1/ that item and 2/ the item that has the focus (which may or may not be the same as the one that you Shift+clicked on) and 3/ all the items in between (if any), and, the focus will jump to the item that you Shift+clicked on.

In dark mode, as long as the focus hasn't been moved anywhere outside (e.g., by using Tab or Shift+Tab) File Explorer's right pane (or middle pane, if the details pane is visible), any items that neither are selected nor are part of multiselection have a near-black background on them and, additionally, if the item that has the focus is selected or part of multiselection, that item has a darker background [when compared to any times that are selected or part of multiselection but that don't have the focus, or light grey outline]. The latter part of this was a design choice that they made to improve the visible distinction between blue outlines and the light grey outline in a multiselection.

First and foremost, this kind of thing is typical brain food for those who, like me, were born before Microsoft was founded as a company. It keeps brain cells from dying too fast.

Thank you very much for your detailed explanation.
I'm doing my best, but since I'm not very confident in my English, may I just confirm one thing?

You mentioned that the reason the blue border doesn't appear on the top file is because I used Shift + Click to select items. However, I only used Ctrl + A to select everything, and I hadn't selected any files beforehand.

Am I misunderstanding something?

My apologies, I was assuming that you had used Shift+click. Ctrl+A does not affect which item has the focus rectangle except when the focus rectangle is not visible as a result of selecting a folder in the navigation pane or as a result of opening a folder, as that's when the focus rectangle becomes visible after you press Ctrl+A (and becomes visible on the first item, I guess due to the first item being the default in that regard).
