I used an USB drive to upgrade Windows 11 to 24h2 and get the following message

I get a following message

0xc1900101 - 0x20017

the installation failed in the SAFE_OS phase with an error during BOOT operation

I looked at the logs created from setupdiag.exe. The error seems to be coming from OEM16.dll but who knows

I did the following already


sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth
Deleted Windows Windows\WindowsUpdate\SoftwareDistribution
removed the network cable connected
Removed hidden drivers from device manager

Today
I'll try again using a DVD with the network drivers disabled

What should I try next?

This worked for my multi-boot system:
An obscure one:

installation failed in the safe-os phase with an error during boot operation. ERROR 0xC1900101 - 0x20017

If multi-boot, delete all except default.
You can add them back after upgrade.

You might want to do a bcdedit export and import before and after the upgrade.

the setupact.log and setupapi.upgrade.log are the files that make the file so large.. The Total zip file is 10.4 mb.

Thanks, please create a backup and then could you please open an elevated command prompt and then enter the following command:

pnputil /delete-driver oem16.inf /uninstall /reboot

The system may reboot so please ensure you close any applications and save any important documents before running the above. Please let me know if it fails or not.

With "AMD" PC, disabling AMD-V in BIOS during installation solves this error (works for some)
