The Network Connections window fails to open after the system has been idle for some time

This issue occurs occasionally after the system wakes from sleep. The Network Connections window fails to open, and more importantly, the system is unable to reconnect to the internet. At first I thought it was vpn issue, as I have that running. Though for the purpose of testing, disabling didn't help. The only effective workaround so far is to restart the laptop. it starts working fine, even coming in and out of sleep, it works.

I have seen this happen with usb Ethernet Adapter and Wifi

I’ve included a brief clip illustrating the problem in action. I'm trying to figure out what might be causing this issue

The next time it happens, rather than first restarting would you check if signing out and back in brings it back. Then you can restart if it doesn't.

do you have fast start up enabled
if so please disable fast start up

control panel > power options
left menu 'change what the power buttons do'

within this window you can change the 'fast start up' option
a restart will be required. then try your system from sleep.

everything is alright there as far as i can see.

have you tried setting the network connection to static addressing
settings > network and internet
then your connection type ethernet or wifi

try a static connection and see if that gives any improvement.

Unfortunately, that didn’t resolve the issue, the same behavior continues. In such cases, could Starting/Stopping the relevant network services could be a viable option to quick fix?

I’ve tried accessing the Network Settings through multiple methods (Control Panel, ncpa.cpl, Settings, etc.), but in all cases, the window either fails to load or becomes unresponsive ( from prior opened network windows). While I don't expect any errors or didn't see anything particularly stand out in the Event Viewer around the time of the issue.

Can ProcMon help identify the root cause of the issue, or provide any meaningful clues?

I don't know if this will help, but worth trying:

Go into Device Manager and open the properties for the network adapter. If there is a Power Management tab, select it and try unchecking the option "Allow the computer to turn off this device to save power".

    The five 8TB drives and three 512GB SSDs are part of a DrivePool using StableBit DrivePool software. The three SSDs are devoted purely to caching for the 8TB drives. All of the important data is stored in triplicate so that I can withstand simultaneous failure of 2 disks.
