Total Adblock continually spams me even after removing the extension

How can I get rid of it, it never did this before the installation
It frequently pops up various times in different ways

I swear I removed the extension but I saw it was again installed, so I just removed it.
Is it possible for an extension to reinstall across other logged in devices?
As I saw it got installed on my laptop which is also logged into my MS account, and I dont recall installing it there
