Trying to access backup file saved from previous laptop but cannot

I get message I don't have permission to access this folder
Can someone please give me clear steps to grant me permission to access the file on the external backup disk it was saved to?

The answer is
Change Permissions of Files, Folders, Drives, Registry Keys for Users and Groups in Windows 10-11 - TenForumsTutorials
but it's very unusual to end up with permissions problems on an external drive so I urge you to figure out how you have ended up in this position.
