Turn off my screens, but dont sleep (and *keep* GPUs active) - win11

TLDR; on win11 when monitors power off after 30min (real SLEEP is disabled), the PC idles itself, and on wakeup there is ~ 30s of stutter / slow, and some windows position are moved around (as i watch , during wakeup they are re-positioned - mainly any that were mostly off screen/off-desktop) - im in IT / coding so have tried to debug this but am stumped. I really want it like it was on win10 where the monitors just power off and nothing else changes while they are powered off. (/end TLDR)

Prior to my move to win11 (when was on win10), when i would lock my pc (win+L , or let it idle for ~30min), the monitors would click off , at the direction of windows. (ie all auto-sleep settings on the monitors themselves are disabled). I have Sleep AND hibernation disabled, and my PC is on 24/7. (ie- ive only ever wanted the monitors to power off when idle/locked). My issue is: since my clean/fresh install of win11 (about 1.5 yrs ago)- ive always had an issue where when i "wake PC" (ie move mouse so that it powers back on the monitors) -

When this would happen, on win10, when i would "wake up pc" (move mouse/keyboard) the machine would come back on very quickly, with no changes to my desktop/windows, and it was clear that everything was still running in the background, *just as if the monitors were still on* , when/while the monitors were clicked off.
^I make this statement from seeing that:
1- Power usage (as read from my APC SMT-1500 UPS, barely changed with monitors off vs on on win10 - NB: the monitors are NOT powered via this UPS , only the PC's PSU)
2- Network bandwidth usage did not change (ie if i had a local IP-camera running, pulling 3mbit, that would continue when monitors off)


however, now on win11, the above 3x items are no longer true (as soon as WIN + Lbw drops a decent amount, PCs power usage goes down from ~230w to ~ 200w), but more importantly, it takes ~ 30sec for my system to be usable after I "wake it up" + and type in my local user password (not msft-online account). Also the machine stutters quite a bit those first 30s, until its done the "wake up" process. Most importantly sometimes my windows are moved around A SLIGHT BIT (i dont mean equivalent of pulling one of the monitors, but some windows that i had partially off the desktop will be moved back, fully onto the desktop, others might be reset a tad in size, minor window changes like these)

(despite the info below, this has always seemed to be the case once i moved to windows11 , and when i did move to 11, i started with new PC hardware + fresh/clean win11 install)

Im running latest Nvidia Studio Drivers: (this occured even when i was back in the 4xx version studio drivers).
EDIT: i should add, i have read and tried removing via Device-Manager, any/ all "Disabled" / greyed-out "Generic upnp Monitors" such that i only show the real 8x monitors that i physically have in use.

My own overview of my HW / SW:
Hardware:
8x monitors (5x @ 4k 60hz, 3x @ 2560p at 60hz)
2x GPUs - (1x nvidia RTX4000 , 1x nvidia p1000)
mb- Supermicro - H11SSL-NC Rev. v2.0 (currently is at the latest, non beta, supermicro BIOS version)
cpu- AMD EPYC 7262 (8core)
ram - 128gb ECC DDR4 SDRAM @ 3200mhz (4x 32gb sticks, all same, all from supermicros QVL for this model board -- exact is: 32gb HYNIX HMAA4GR7AJR8N)
drive- only 1x drive in system: Intel Optane p4800x 375gb (u.2 2.5" drive, plugs direct into 1 of MB's nvme sff ports)
only PCIe card (only HW addons really):
1x melenox connect-X2 10gb sfp card​
2x gpus (nvidia ctrl panel shows both gpus as: "BUS: PCI Express x16 Gen3" as it should be)​

Relevant SW: (this is not a recent issue, has been issue for over 1.5 yrs)
- win11 21H2 (22000.1042)
- NO antiVirus , win defender disabled (please keep discussion on my question, not if you agree with this or not, thanks)
- sleep / hibrationation fully disabled, in System -> Power: "When Plugged in, turn off my screen after" = 30 minutes
+ nvidia drivers = Studio Drivers (v517.40 - this also occured when i was back in the v 4xx version studio drivers )
+ in nvidia control panel, i have both gpus / profiles set to "Use Maximum Power" (i dont use/run Nvidia desktop)​
+ i do NOT have gpu Hardware-Accelerated GPU Scheduling enabled. (ie it is set to OFF) , i have tried it with ON for a week or so, same issue


Win Power Options Control panel -> Advanced Settings:
HDD Spin down = 0minutes​
USB Selective Suspend = disabled​
PCIe Link State Power Mgmt = off​
Display : Turn Off display after = 30 minutes​

Win Screen Saver Settings -> Use "Blank" , wait = 46min , On Resume, display logon screen.
(my concept is at 30min power off monitors, at 45min , "Lock PC", ie ask for user win password to log back in)​

NOTE- This issue has always been the case since day1 on this setup (about 1.5 years - 2 years ago), including through win11 updates, through GPU driver updates (ive always used nvidia Studio drivers, as i dont do any gaming).

If all your options are correct, see if the same stuttering occurs when you manually turn off display.
