I fixed it twice now.
I fixed it around 3 pn and now look at pc and it says 930pm when it is only 730pm

settings showing here, it was showing 930pm
To fix. I flip set time toggled off and on

This sometimes happens if the bios time is out of sync with windows time.

ok, but convenient excuse seeing we had a time change recently. maybe the bios time does not adjust itself for daylight savings, but first time I have seen this. I have restarted pc today several times. Mostly this PC is on 24 hours a day

It has been off recently and not had this happen.

It's weird, but you need to set things like this. Then it behaves like it should.
And the BIOS clock does what it's supposed to as well.

    Still assembled, still runs. Haven't turned it on for 15 years?
I've found Windows time is sometimes inaccurate and have to do a manual synch - must be a bug.

What I do to quickly verify time is have 2 clocks set in Time and Date, one local time and the other UTC/GMT. Knowing I'm in MT zone which is normally 7 hours different but 6 hours different in DST all I have to do is hover the mouse over the clock in the Notification Area to verify. I worked in aviation for over 30 years and that was a daily need.

Thanks to the author of the question.
I did some reading on this topic and found how to replace the time server in Windows Home.
I installed a first level NTP server with fast response.

Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Parameters
NtpServer

I synchronize manually anyway, just got curious.

I've had time desynchronize by about forty seconds over the course of a year.
