I have three PC's. On just one of them, 2022-10 Cumulative Update for Windows 11 22H2, KB5018496 is constantly failing to install. It gives the error message 0x8007000d.
I have tried following guides to correct the problem but nothing works. It gets to 69% installed then just jumps to 100% without actually completing.
I have been unable to find any information about what the problem is.
If I continue to fail to get it to install, what are my last ditch options here? Should I wait to see if the problem corrects itself in the coming months? Perform some sort of reset on Windows? Just ignore the problem? Your expert advice please!

( This is the first update that has ever failed )

You are not alone in your pain. Each and every month when cumulatives hit, some folks encounter problems and it has been going on since June.
There is no rhyme or reason to it as what fixes the issue for one does not work for another nor why all machines are not affected.
The normal troubleshooting flow for update problems is as follows:

1. Turn off all AV, including MWB and leave it off.

2. run troubleshooter-settings-system-troubleshoot-other troubleshooters-windows update-RUN.

3. Reset Windows update components using Brink's tutorial Reset Windows Update in Windows 11 Tutorial

4. From administrative command prompt type sfc /scannow If SFC finds any corruption it cannot fix follow up with
dism /online /cleanup-image /restorehealth

5. Download update from Microsoft Catalog and attempt to manually apply it Microsoft Update Catalog

6. restore a backup image

7. Do a repair install. Repair Install Windows 11 with an In-place Upgrade Tutorial

8. Clean Install Windows 11 Clean Install Windows 11 Tutorial

All that said, my machine is one that this issue is consistently affecting and it only happens on cumulatives. You will notice I stressed that the above is the normal troubleshooting process, but a repair install or restore from backup is all that fixes it for me. I now make backups every week and have it on my calendar to make sure Malwarebytes is turned off before every update Tuesday. Doing so seems to have solved my problem. In my case, I am confident that having third party AV on when a cumulative comes down the pike is what is causing my issue as I proven this to myself 3 different times. Once a cumulative fails, no number of attempts will make it install until I repair Windows or restore a backup. Hopefully, in your case, it is only a one-time fluke and one of the other troubleshooting steps will work.

Thank you for the reply and suggestions.

In despair I tried the repair ISO install . Unfortunately the file doesn't contain the latest update, BUT after it had installed I tried the update again and this time it worked :D. Thank you very much for your efforts.

I was actually very surprised how painless the repair install was. A lot has changed since I last tried that.

This issue that is affecting so many people appears to be related to some driver that is not playing nice with Windows Cumulative Update. It's happening on Windows 11 and also Windows 10 on my machine which is based on Gigabyte Z390 UD 1.1 MB. Only way around this is to do a complete clean install which installs all fresh drivers from Microsoft. I've spent months troubleshooting and that's the only thing that seems to work. Removing all apps during ISO install doesn't work either. When ISO install asks if you want to save anything, you have to say "No" otherwise the update fails to complete. The spinning circle with no timeout showing which driver failed has got to be one of the most annoying features of Windows. The least MS can do is to spit out the specific driver name that's causing the failure. "We couldn't install Windows 10, 0xC1900101 – 0x30017. The installation failed in the FIRST BOOT phase with an error during BOOT operation" is pretty useless because it points to a driver issue but no one knows what driver. I am sure there's some error log but one has to be a rocket scientist or a software developer to decipher it. Ease of troubleshooting is just as important as putting out a product in the market and MS does a pretty poor job of that.
