Upsetting video playback problem

I have finished my new build but have a problem. When I play videos the video gets "selected" after 3-4 seconds and the color profile on the monitor changes and becomes a bit greener. It seems to 'select' the video as it gets a blue rectangle over it. It goes away for a second when I move the screen but then comes back. If I stop the video the color goes back to normal. I have two screens, it only happens on the 30", not the 24". It happens with chrome, edge, VLC player, windows video player. If I drag the video so it is half on one screen and half on the other it does not do it at all. I updated the video drivers and then reinstalled again. No change. I tried the nVidia gaming driver and the studio driver. I recalibrated the screen and created a new monitor profile. I installed the most up to day monitor drivers. No change. I can't figure this out and it drives me nuts. OS Windows 11 version 22000.795

The monitors are Dell u3041 and Dell 2045FPW.

Here is an example (IMG_0572.MOV) You can see at the start of the video that the video has a blue translucent box over it. When it's half covered with another windows it goes away and the color changes. When it's uncovered the blue selection box comes back.

Thank you very much glasscutr, I appreciate the help. So far nothing has helped, but after reading those threads I now strongly suspect it has to do with HDCP. My big monitor supports it, my small one doesn't, and it only happens on the large monitor. I have not yet found a way to disable it on this nVidia card. Looks like you can with Radeon.

Have you tried new cables?

HDCP is high-definition copy protection. It must be present to play 1080p content. HDCP 2.2 or above is needed for 2160p content. Not sure what color effect might be cause by that. With a standalone 4k BluRay player, if HDCP 2.2 fails, the content is downscaled to 1080p SDR. I doubt that things would play at all if no HDCP at all is present.

I do get a color effect with apps that cause the PC and display to automatically switch to HDR mode. However, that doesn't happen for me when playing HDR videos from Youtube in the Edge (Chromium) browser. Media Player Classic does autoswitch to HDR when playing downloaded videos.

I did try new cables. Bought a brand new expensive one. Nope. I did find a way to disable HDCP. Didn't help. It did make it so I could not watch anything with better resolution than SD. I turned it back on.

I'm starting to think it's a incompatibility with the Windows 10 driver for the monitor. There is no Win 11 driver. That would suck if my $1000.00 monitor was the problem. I don't know.

I'd be surprised if the monitor driver was a problem. The "driver" just contains an .inf file (that describes the monitor to Windows) and an .icm file (for color management). It's not listed for 11, but you might notice it's the same file for 7, 8, 8.1, and 10. Should be OK.
