My PC only detects the USB flash drive where I burned the Windows 11 ISO at the second time, i.e., after trying to boot from the USB, nothing shows up in the list's USB section, so I choose to boot from the HDD, then press CTRL ALT DEL to restart the PC and then the USB flash drive shows up.

Have you checked the settings in your BIOS to see what the boot order is?

In addition, my systems have a hotkey that you can press during POST that will display a list of available boot devices from which you can then select.

The latter is precisely what I'm talking about. My USB device doesn't show up there until I press CTRL ALT DEL to restart the PC and use the hotkey for the second time.

Odd, I've never run into that scenario before.

My MSI motherboard is a bit finicky like this as well. From a cold boot it is hit or miss to boot from an external device, sometimes it simply will not detect it. Forcing a reboot though works every time after.

I got rid of an USB flash drive which froze my PC if connected when turning on the latter. What's weird is that it didn't freeze after signing in to my Windows local user account and I could access its content too. I connected this USB flash drive to another PC before turning the latter on and I didn't have this problem. Weird.

Also, I'm having the previously mentioned problem with a burned custom Windows 11 image created by NTLite and if I burn an untouched Windows 11 image I'm not having this problem so is it NTLite's fault?

It very well could be NTLite, as I've not used the software in a very, very long time, and never for Windows 11.

Your experiences with hte drive freezing the boot process but still working in other machines also mirrors my own. I've since given up trying to fix it on my MSI motherboard, as I don't have a need to boot from external anymore anyway.

What's weird is that this problem is recent and I've been using NTLite for some years.

But has the NTLite version changed in or around the same time frame as the error manifested?

if not, then see if Windows updated your BIOS?

I don't know, but even if it did, is it possible for it to cause this?

AFAIK, Windows can't update BIOS (at least without the users' intervention) and I didn't update it.
