Changing Video files Creation date on MP4, MOV hasn't worked for a very long time now... with OneDrive and iCloud as the only means to acquire most of your media files from your iPhone, having incorrect dates makes for a very messy media library. When you download a video file using iCloud or OneDrive, Windows gives the file a Media creation date that's not editable, is always incorrect and the "error 0xc00d3e8e: The property is read only" occurs. This problem started a couple of years ago when Microsoft removed codecs (around build 1703 or 1709) and required HEVC, HEIF codecs to be downloaded from the Microsoft store. The only way to fix the dates is to edit them on the computer you're using as when the file is downloaded from the cloud... the media creation date will be that day no matter what the original date was on the video. This problem doesn't occur with media files such as JPG, PNG, HEIF and even RAW... only video formats are affected.

I open most video files including .mov in VLC/ VideoLAN without much problem. Some things in Properties, Details tab of a file can be changed. But then I don't have a need to get deeply involved in that, just play them.

Windows can play everything I have except the dates are incorrect… which is annoying as I like my media library in order. Windows 10 was supposed to play all media files without the need of downloading “extra codecs.” Microsoft removed these codecs around build 1703/09 and doing so damaged the ability to modify or add data in the details tab of those files.
