Solved When I try to Reset my PC to factory settings via Settings > Recovery , it goes ahead retrieves everything
When it prompts to restore from a backup I always choose the option to reset everything to factory default and even though when Windows sets up it is as if from factory start, Windows still goes ahead and retrieves all my files.

After the reset, are you logging on as a Microsoft Account? There's a built-in OOBE feature to restore MS Accounts from the cloud.
