I don't use recovery on this PC. just use Macrium Reflect. I'm just trying to create an install USB Drive using this PC. I was given a Laptop, and want to do a clean install on it.

If it’s a clean install, it won’t really matter if it’s media creation tool (Option One) or an ISO direct link at Microsoft (Option Two)

Windows 11 25H2 installs the latest updates during install.
In this case at the time of this post: you might start with 25H2 build 26200.6584 ISO, but by the time installation of Windows has finished, you should have build 26200.7623

If you create the Install Media on your PC, you can use it on any Windows device.

I use RUFUS. It’s purpose isn’t only for bypassing TPM requirements, it’s a practical Windows 11 install media creator.

You don’t need to format the USB, RUFUS will do it.

  • The latest ISO is available via the Media Creation Tool. (Option One in the tutorial below)
    • At the time of this post, the latest version available from Microsoft is: > Windows 11 Version 25H2 build 26200.7462 ISO
    • Before Media Creation Tool starts downloading Windows 11, when asked, tell Media Creation Tool to create the ISO and not burn to media (USB)


  • Download RUFUS
    • #1 Direct RUFUS to your USB
    • #2 Click “Select” and direct RUFUS to the ISO that you downloaded from Microsoft.
    • #3 should sort itself out if the OS drive is partitioned properly. But to be sure, make certain it’s GPT. Your Windows OS really should be partitioned to GPT. Make sure #3 says GPT
    • If you’re running an older system and have no choice but to use MBR (According to your HDD partition structure) then choose MBR at #3 in the image below. Find what partition table is used, in this Tutorial

  • Click “Start”

OPTIONAL SETTINGS AFTER CLICKING START:​

  • After clicking “Start”, the following options will show — Make your selections.
    • Select Remove requirement for 4GB+ RAM, Secure Boot and TPM 2.0 (to bypass requirements) IF you need to.
    • Select Remove requirement for an online Microsoft account
    • Pre tell the installation to Create a local account with username and give it a name (if you want to)
    • Set regional options to the same values as this user (On the PC you’re creating the media on)
    • Disable data collection
    • Disable Bitlocker automatic drive encryption
    • Use “Windows CA 2023”
  • Click OK and the USB install media will be created on the USB
  • Once Rufus has created the USB installer, you can proceed with the Windows installation.

I've got the USB ready. Does it have to boot in bios on the laptop? If so, I'll have to figure out how to get into bios and set it for boot. It's a cheap HP model not sure what model number it is.

Usually, it’s the F9 key
If you have function lock, you’ll also need to hold down the function key (FN) also.

It’s like booting to a BIOS, you’ll need to keep pressing F9 (fast… tap tap tap tap tap) as soon as you press the laptop on button, until a boot menu shows.

If it’s function key locked or reliant:

Hold down the function key
Power on the laptop
Keep the FN key held down and continuously press F9

If it isn’t function key reliant:

Power on the laptop
Keep pressing F9 until the boot list shows

Been a while since I used an HP, but pressing F9 like a madman when you first turn it on used to bring you a boot menu, where you could choose the USB drive

You shouldn’t need to enter the BIOS, you’re entering the Boot menu which is F9, not the BIOS entry key.

Same concept as entering the BIOS but with F9
